James Nicol, the author of The Cloud Thief, came up with the idea for the story while taking a walk in Yorkshire in the United Kingdom. One bright day, he noticed clouds rising up from a power plant, which sparked the idea of a factory that makes clouds. This idea stayed with him until he eventually developed it into a story about a girl breaking into a cloud factory to steal a cloud.
