can't make heads or tails of something是用來描述對一件事從頭到尾都『一頭霧水』,也就是中文常說的『丈二金剛摸不著頭緒』。
I can't make heads or tails of the instructions.
The tail wags the dog.
照常理說應當是 "The dog wags the tail."(狗搖尾巴),現在卻變成 "The tail wags the dog."(尾巴搖狗),也就是『本末倒置』,因小事而影響到大局的意思。
What you're doing right now is a case of the tail wagging the dog.
chase one's own tail
Poor Peter! He's been chasing his own tail all month.
with one's tail between one's legs
