With the first unmasked celebration in the country since the start of the COVID-19 pandemic , a Halloween party in Itaewon, an area in Seoul, attracted thousands of people in 2022. Since so many people were crammed onto the narrow streets, some partygoers found that they had trouble breathing. This led to panic as people were unable to move within the jam-packed crowd.
