Step 1前情提要（The Context）2025 年才領過普發現金一萬元，沒想到 2027 年又有機會再領一次！根據《台北時報》10 月 9 日的報導，政府規劃在 2027 年再次普發現金一萬元，首批款項最快可能在 1 月 26 日入帳。
不過，這次發放時間仍有變數。由於相關經費編列在中央政府總預算中，必須先經立法院完成三讀，並由總統公布後，才能依照規劃時程發放。政府也規劃提供直接入帳、登記入帳、ATM 提款、郵局臨櫃領取及造冊發放等五種領取方式。
這則新聞可以簡單濃縮成：
“The Taiwanese government plans to distribute another NT$10,000 to eligible recipients in 2027. The first payments could arrive as early as January 26, but the schedule depends on the passage of the central government budget.”
臺灣政府計畫在 2027 年再次向符合資格的民眾發放一萬元。首批款項最快可能在 1 月 26 日入帳，但實際時程仍取決於中央政府總預算能否順利通過。在進入新聞關鍵句之前，先認識四個有助於理解這則報導的必備詞彙。
withdrawal n. 提款；提領；撤回
withdrawal 來自動詞 withdraw。看到 ATM withdrawal，就知道是「ATM 提款」的意思。不過，withdrawal 不只用於銀行交易，也可以表示「退出」或「撤回」。
The bank charges a fee for cash withdrawals.

新聞中的 the first batch 指的是「第一批」。batch 常用來描述一起生產、處理、運送或發放的一批物品或款項。

in batches 分批地fiscal year n. 會計年度；財政年度
fiscal 指的是「財政的；會計的」。fiscal year 是政府財政、企業財報及商業新聞中常見的用語。fiscal year 和 calendar year （日曆年）不一定相同：calendar year 固定從 1 月 1 日至 12 月 31 日，而 fiscal year 的起訖日期則可能因政府或企業而異。

在臺灣的政策新聞中，household registration 是相當常見的用語。household 指的是「家戶」，不只是 house（房子）的意思。

表示「存錢、提款」時，英文可以使用動詞，也可以搭配名詞來表達。
動詞用法：deposit money 存錢／withdraw money 提款
名詞用法（make + a + 名詞）：make a deposit 存款／make a withdrawal 提款
注意：deposit 既可以當動詞，也可以當名詞；withdraw 則是動詞，其對應的名詞為 withdrawal。過去式為 withdrew，過去分詞為 withdrawn。
